Hiring and Keeping Good Staff for Your Small Business in Bihar

A practical guide for Bihar shop owners on finding reliable staff, running a fair trial, paying legally, training, motivating and building trust around cash and stock.

This guide on hiring staff for a small business is for shop owners, restaurant and salon owners, repair shops and small workshops in Bihar who need one to ten helpers and keep losing good people. You will learn where to find reliable staff, how to run a fair trial, what the law says about wages and ESIC/EPF, how to train and motivate people, and how to build trust around cash and stock.

A good helper can double what one owner can do. A bad hire costs money, customers and peace of mind. Most staff problems in small shops come from unclear expectations, irregular pay and no system for cash, not from "bad people".

Do you really need to hire? Check before you start

Hire when at least one of these is true:

  • Customers leave because nobody is free to serve them at peak time
  • You cannot offer home delivery or longer hours on your own
  • You are spending hours on work someone else could do (packing, stocking, cleaning, delivery)
  • You want to start a second counter, a new service or a second shop

Then calculate the cost. If a helper costs ₹10,000 a month including tea and small benefits, and your average gross margin is 15%, the helper must help you sell about ₹67,000 more a month (₹2,200 a day) just to cover their salary. If they also free you to build wholesale orders or deliveries, the numbers improve. Our guide on cash flow management shows how to plan fixed costs like salaries.

Where to find reliable staff in Bihar

  1. Referrals: Ask trusted customers, suppliers, relatives and your existing staff. A person recommended by someone who will be embarrassed if they misbehave is usually the safest hire.
  2. Notice at your shop: A clear board ("Helper wanted, 10th pass, 9 am to 8 pm, salary as per experience, contact at counter") reaches people who already live nearby.
  3. Local WhatsApp groups: Mohalla, trader association and community groups in towns like Ara, Gaya and Darbhanga spread word fast.
  4. ITIs, polytechnics and skill centres: For electricians, AC technicians, mobile repair, tailoring or computer operators, contact training institutes near you.
  5. Colleges and coaching areas: Students in Patna or Muzaffarpur may want part-time evening work for billing or delivery.

What to check before hiring

  • Identity proof (Aadhaar or voter ID) and a recent photo
  • Current address and a local reference you can call
  • A previous employer's number, and actually call them
  • For delivery roles: driving licence and vehicle papers if they use their own two-wheeler
  • Age: never employ children below 14, and do not put adolescents (14-18) in hazardous work. This is the law and also basic decency.

Run a paid trial, then a probation

Do not decide in a 10-minute talk. Instead:

  • Trial of 1-4 weeks, paid daily or weekly. Watch punctuality, how they treat customers, whether they learn the shelf, and whether they are honest with small change.
  • Probation of about 3 months at a fixed salary, with a review at the end.
  • Tell the terms on day one: hours, weekly off, salary, pay date, leave, what happens if they are late or absent. Write them on a single page and give a copy. This avoids most later fights.

Fair pay: minimum wages, pay dates and the law

Minimum wages

Bihar notifies minimum wages by skill category (unskilled, semi-skilled, skilled, highly skilled, and supervisory/clerical). The variable dearness allowance is revised twice a year, around April and October, and the state notified new rules under the Code on Wages in 2026. Rates change, so do not rely on a figure from a friend or an old article. Check the latest notification with the Labour Resources Department, Government of Bihar, or your local labour office before fixing salaries.

Pay on time, every time

Nothing destroys trust faster than late salary. Fix a date (for example the 1st-7th of every month) and pay on that date. Paying through UPI or bank transfer creates a record for both sides and protects you in any dispute.

Weekly off and working hours

Give a weekly day off and reasonable daily hours, and rotate festival duty fairly. If you need extra hours during Diwali, Chhath or the wedding season, pay extra for them and say so in advance.

Registration

Bihar repealed its separate shops and establishments law from 1 June 2026. Under the central OSH Code, a shop or establishment with 10 or more workers must register with the Labour Resources Department. See our guide on shop and establishment registration in Bihar.

ESIC and EPF: when do they apply to a small shop?

India's social security law, now under the Code on Social Security, 2020 which came into force in November 2025, sets thresholds for employer contributions. In broad terms:

  • ESIC (health insurance and cash benefits): applies to covered establishments with 10 or more employees, for employees earning up to ₹21,000 a month. The employer and the employee both contribute a small percentage of wages. Staff and their families get treatment at ESIC hospitals and dispensaries.
  • EPF (provident fund): applies to establishments with 20 or more employees. It is mandatory for employees whose basic wages are up to ₹15,000 a month, with both employer and employee contributing.

The government has been discussing raising these wage ceilings, so confirm the current rules on the official ESIC portal and EPFO website or with a local accountant. Even if you are below the thresholds, some owners voluntarily offer small benefits such as a festival bonus, medical help or an accident insurance policy. These cost little and build loyalty.

Training: the first two weeks decide everything

Most small shops "train" by shouting. A simple plan works better:

  • Day 1-2: shop layout, where each item is, how to greet customers, prices of the top 30 items
  • Day 3-5: packing, weighing on the scale, billing, UPI checks (confirm the payment sound or message before handing goods)
  • Week 2: handling complaints, returns, home delivery orders, WhatsApp orders
  • Ongoing: 10 minutes each morning on new items, offers and what went wrong yesterday

Write short rules on a card at the counter: "Always give a bill", "Never argue with a customer, call the owner", "Check expiry before selling". Teach staff how to ask happy customers for reviews; see getting more Google reviews.

How to keep good staff: incentives and respect

Salary matters, but people also leave because of disrespect, unpredictable hours and no growth. What works in small shops:

  • Small sales incentives: for example ₹5-10 per mobile accessory sold or 1% on festival sales above a target. Keep it simple and pay it with the salary.
  • Attendance bonus: a few hundred rupees for a month without unplanned leave.
  • Festival bonus before Diwali or Chhath, not after.
  • Meals or tea during long shifts.
  • Skill growth: teach billing, ordering or repair work. A helper who can run the shop for a day is worth keeping.
  • Respect in public: correct mistakes privately, praise in front of customers.
  • Annual raise: even a small increase each year tells people they have a future with you.

Trust and cash handling: systems, not suspicion

Cash leakage is a real worry for shop owners, but constant suspicion drives honest staff away. Build systems instead:

  • Every sale gets a bill from a bill book or billing app. Unbilled sales are where money disappears.
  • Encourage UPI payments to the shop's QR, never to a staff member's personal number. Display only one shop QR; see our UPI QR safety guide.
  • One person owns the galla during a shift. Count cash at shift change and write it in the cash book.
  • Spot-check stock of high-value items weekly.
  • Keep a daily record of sales, cash and UPI; our shop accounts guide has a simple format.
  • Do not keep large amounts of cash in the shop overnight.

If something goes wrong, check the records first and talk privately. Most "missing money" turns out to be unrecorded udhaar or wrong change.

Common hiring mistakes and a checklist

Mistakes to avoid

  • Hiring a relative's recommendation without any trial
  • No written terms, so every issue becomes an argument
  • Paying late or in random instalments
  • Paying below the notified minimum wage
  • Letting staff collect UPI on personal numbers
  • Never training, then blaming staff for mistakes
  • No weekly off, leading to burnout and sudden quitting

Hiring checklist

  1. Calculate the extra sales the new hire must support.
  2. Write a one-page role: duties, hours, salary, pay date, weekly off.
  3. Collect ID, address and references, and call the references.
  4. Run a paid trial of 1-4 weeks.
  5. Check the current Bihar minimum wage for the role.
  6. Check whether ESIC or EPF applies as your team grows.
  7. Train for two weeks with a simple plan.
  8. Set up bills, one shop QR and a daily cash count.
  9. Add a small incentive and a festival bonus.

Next steps
